As far as I know scars are a permanent condition, they don't go away.
And they are on the face in these cases so the face is marked with them.
-1. tapnek is right on what should be going under facial mark. While some canonical scars may fall under facial_mark due to appearance (as in they appear less like a scar and more like face paint or decoration), I do not believe actual scar-looking scars were ever intended to fall under the tag.
But then the wiki page is just misleading. And since I don't know what the creater meant doesn't mean it can be viewed by another angle as long it is logical. To be honest what should a facial scar be if not a facial mark? I don't really see why it should get excused only because the intention was another one.
If I take ambigious meaning like plant and animal that could also apply to pokémon, you'd be right but this case is pretty clear^^.
I guess I'll edit the wiki page accordingly to specify what kind of markings count as facial marks. I'd like to also note that any kind of scratch on the face would count as a facial mark under the current definition.
