Should cardigan_vest imply vest?

BUR #25934 is pending approval.

create implication cardigan_vest -> vest

For something like post #4243121.
I'm not actually sure if it should imply cardigan instead. But it really looks like sweater vest with buttons.
I might be wrong for using *_vest tags to describe its colour. While I considered *_cardigan are exclusively for sleeved ones.

+1. I'm seeing a distinct lack of buttons and/or openings on quite a few posts using the former.
