I am guessing that after closing, the other anomalies in the building get over here to relax from a long day of working to either consume, scare or give people arbitrary rules they have to follow or otherwise suffer/die from.
And if you overdrink in that place, you become a new "bottle" for them to enjoy?
Racoon's speech bubble has the haziness of someone infected by the anomalies. Note that Fennec doesn't enter with Racoon, but meets her after she's already been here, and the last box has the "Open it" line associated with "Nisei-san" the mimic. It's possible this wasn't Racoon, but Nisei-san the whole time, luring Fennec into a trap past the safe time of the restaurant.
I'm not sure the "fuzziness" of the bubbles has to do with the anomalies, it seems to more represent "manner" of speech since multiple recurring characters use it, Raccoon included. Not sure what it signifies, but possibly a low, wavering/unsteady tone of voice. I think Gachi Oji-san always uses these bubbles, Carnivore uses them most of the time, and Raccoon uses them occasionally (off hand, the most recent was in the elevator when she was worried at E!Bird's antics). The anomalies when in game face mode (IE, given up on pretending they are anything but monsters) have fuzzy bubbles too.

I think that both Fennec and Racoon are Nisei-sans, if you look closely, the bottom of the "Open it" speech bubble splits in two at the bottom, and the characters are also doubled. Besides when Fennec arrived, Racoon lamented that she "failed again". (presumably to trick someone into opening their door, as the Nisei-san in Abubu's comics keeps failing to trick people)
This bar seems to be a "truce zone" where mortals can go to drink, eat and relax, and even anomalies can join, as long as they keep a human/friend appearance and don't attack anyone... as long as you don't stay after closing time, then it's the opening time for anomalies and any unfortunate soul that stayed past time becomes a drink for the anomalies to consume (hence the "don't overdrink" warning). Hell, even the barmaid (who's also an anomaly) is kind enough to warn people (but only once) when they're about to close.
