Well, going by when the picture was made I doubt they really cared all that much. And like any other person who wouldn't want to draw that much, just pretend they aren't there! The perfect plan.
I blame it on the technical improvements in visuals and sound the GBA brought to the table. Made it too "meant-to-be-kiddy"-feeling. Not to mention made the tunes painful to hear.
Anyone happen to know where Mew, Pidgey and Rattata are? I can't find them anywhere, unless my eyes aren't seeing them for some reason. All the rest are there, however.

1. pokemon was never planned to have a sequel in the first place
2. the third gen (not necessarily r/s/e), despite future individual improvements (such as the physical/special redesign), is objectively the best gen solely because of its overall style and well-made engine
3. 99.999999999% of people who obsess over gen 1 or 2 are people who barely-played either way back when they were small children, and either forced it upon themselves to "grow up" or weren't able to get a gba somehow
fun fact: i barely-played gen 1 and the stadiums back when i was a small child and was never able to get gba pokemon for a long time (i actually played gen 4 before gen 3). gee, i just wonder why i'm still reasonable when it comes to this series!
