While they can all be male Pokemon, they're all very feminine Pokemon in the first place, and are more often than not gender-perceived as being females. And besides, look at their stances in the picture. Do any of them look like they're supposed to be male to you?

I don't exactly know how to properly translate/phrase that, but I know enough to be sure the artist was very aware of what they were doin' thar with regards to gender ambiguity and intended for them to be androgynous. Let's just leave it at that, eh?
I just put 3girls because it seemed obvious that the way the artist drew these three that they were supposed to be girls. It gives off "Charlie's Angels" vibe to me.
And if it was tagged androgynous I would think it would simply be a reference to the fact that all of these pokemon CAN be male.
But it's just a tag. I wasn't positive 3girls would stick anyway.
Damn, they have no gender differences. I feel bad for the lopunny. A male kirlia can at least evolve into a "male" form and the mawile looks "younger" so it's easier to pull off. The lopunny looks like a slut. I can just see the poor thing being forced to work corners in Queens, New York.

You have some pretty good eyesight. I'm going to be honest, I don't believe anyone who spends that long staring at a pokémon's possible genital area searching for proof that it's a girl can be considered mentally stable.
In the comment Poliwag shared, the artist clearly mentions that the image could be interpreted as any combinatiom between three girls or three boys. Sooooo...

If 800billion% of the pokemon fanbase call most of the current, reportedly genderless legendaries "he", then I will call these three girls, whether they are or not.
