I think it's about tensing up your muscles before you lunge forward. Only Meiling does so with Chi as well.
It's almost certainly a reference to chinese martial arts, if I had to guess an internal one by the wording and imagery used, but if there is actually a style the author had in mind, there is not enough detail for me to be able to tell which.
