Given that this person already has a bad track record of lying about AI usage and art theft, and this image still has facial details randomly merging into each other, I think the most likely explanation is that he started painting over his AI bases to dispel criticism. The end result is way more blotchy than the fully AI-generated pieces he tried to pass off as his. Technically, that would make it AI-assisted, but that doesn't preclude it from being flagged for its laziness.

Yeah, I'm with you on this one. And this is muddy topic: what's worse, posting those manmade horrors as is, or tracing it to make something yourself? Can you even say you made it yourself, or is that just a plain deception? How's that different from regular tracing? What does artistic integrity and "originality" even mean? Nah, ban this too, leave no loopholes.
Technically, we never banned tracing either, but it is unlikely to get approved if it's lazy and dishonest. Same thing with a lot of AI-assisted. Sending this one back into the queue whenever the 3 day timer expires.
