this is probably a story about the woman from the side mission when she hires the counters squad to escort her into the surface world and i think because she's lost her ark citizen ID, got kicked out from the ark, called shikicum and use the rest of her money to hire his squad to escort her, and then she decided to live on the surface world. After a few days or a week (?) later, Shikicum worried about her wellbeing and decided to check on her, only to find out that the building/ruins where her new life began had been overrun by rapture. After a short battle with Rapture, Shikicum found her dead body on the ground.
Ah. I thought maybe this was based on some woman who strode into the middle of the street in this scene and took off her long coat to reveal she's naked underneath, and got arrested for it.
The scene of this meme happens in the first 4 minutes, and the movie is full of wild comedic face distortions like this (not to mention, "comedy" is in the movie's tags for a reason) Maybe watch the movie or at least research a bit before making stuff up for your projection?
