Taut clothes implications

BUR #3605 has been approved by @evazion.

create implication taut_vest -> taut_clothes
create implication taut_pants -> taut_clothes

Vests and pants are articles of clothing. There may be other taut_item tags that I'm missing here.

After looking into this, basically taut clothes is for the fabric rippling effect caused by tight clothes. Normally it's for shirts that hang taut between the breasts, but for pants, I guess it would when the fabric ripples across the ass or bunches up around the crotch.

Taut clothes was created in topic #3155 specifically to have a tag for this clothing rippling effect. Tight pants are just tight-looking pants that don't necessarily ripple or bunch up. So they're closely related but not quite the same thing.
