Doesn't bare legs require that most of the length of the legs are visible in the image? Its wiki says "Use this tag when at least 3/4 of the thighs until the middle of the shins are not covered by clothes", which implies we need to be able to see at least 3/4 of the thighs and half of the shins for the post to qualify for the tag.
But no legwear doesn't seem to have the same requirement. There are many posts such as post #1430492 or post #1521665 where you can only see a small part of the legs. It's enough to tell "this character isn't wearing the same legwear they normally wear", but not enough to tell "this character is wearing absolutely nothing on their legs".
