create implication hair_over_one_eye -> one_eye_covered
Going by the past discussion (topic #6673), the one_eye_covered tag was supposed to be defined as something like "Instances in which a character is holding a hand or object in front of one of their eyes".

Erh, isn't it definition for covering_one_eye?
Anyway -1, 'cause there're cases where the eye is hidden behind the hair but it's not fully covered (post #2394110, post #2396900) or unrealistic visible (post #2354119)
A bit out of topic but, what is the difference between one_eye_covered with covering_one_eye? These tags are just like a positive and negative form of each other (based on wording).
Looking at the posts and the tag itself, covering_one_eye seems to be used for when a character intentionally covers one of their or someone else's eye using their hand or an object.

Might need some tag gardening and a wiki.

One eye covered ist for cases where an eyepatch is placed over one person's eye.
Covering(!) one eye is for cases where the character (or someone else) is covering one person's eye. Covering also implies to me that a person is doing something in a picture. It's an active move.
I.e. the one is for any object, while the other one is for people.

Does that mean it's legit to imply covering_one_eye to one_eye_covered, right?
I would object to that. Covering is an action, but the eye doesn't have to be full covered.
