According to the wiki page for tail hold, "Someone is using their tail to hold something". prehensile tail also seems to be used for this purpose.

The tag alias prehensile_tail -> tail_hold (alias #14724) has been rejected.

Does this also count when an animal is holding something?

Just look at the posts tagged prehensile_tail; it isn't hard to find examples of posts where nothing is being held. The tail in post #2041193 isn't holding anything but it is definitely prehensile. Also, there are situations like post #2232479 where the tail is being used to hang from a fixed object rather than "hold" (support) it. Tail hold does not apply in either case.
