I know humans control the mod queue and stuff, but unlike other upload I made, this one has taken quite some hours and it hasn't been approved, so I wonder... Does this classify as cartoon? It is made by a western artist, yes. But it doesn't have that cartoon feel to it.

In my opinion, that image is cute but maybe a bit below Danbooru standards of quality. So maybe there's a chance it won't get accepted.
I've seen and uploaded images made by some Western artists, so I don't think the origin of the artist would be a big problem if the image is good.
No, in my experience (both in Danbooru and the "real life"), anime-style art made by a Western artist does not seem to be often referred by the word "cartoon".
