The rule applies to pictures of minors, not to photos where there's people in the background that could or could not be minors and you can't even see without looking at the picture with zoom x300 (and most importantly, that aren't even taggable). You can flag them for poor quality if you think they don't belong on site.

I've permanently deleted all photos of underage people that I could find. Just to clarify, the intent of this rule is to get rid of:

  • Junior idols, teen modeling, child modeling, jailbait, creepshots, upskirts, candids, and any other content potentially sexualizing minors.
  • Identifiable photos of young children, such as young children in cosplay.

The deletion log is here. If you really want to know what was deleted, it should still be available in the Danbooru 2019 dataset.

Or they count as a reward?

I know last two are are already upload but that was before the upload rules were update.

It only counts as a reward, if you have to pay for it. Everything that's free to anyone isn't a paid reward.

I just assumed that it may have been paid reward since it was part of a contest & that people were getting artwork/money as a prized.

Is the old third-party edit help obsoleted by the new upload rules?

Help:third-party edit can basically be summarized as, "Third-party edits are borderline content", which is exactly what the new upload rules say about third-party edits

There's no contradiction between the two, so I see no reason help:third-party edit would be considered obsolete by the new rules, it's just additional information on the subject.
