Looking at the bound_* subtags, except for bound together, they all specify the legs or arms being restricted in some way that involves being tied to another body part. This matches with the definition of the word bound as the past tense of bind when the context is a person being tied up. I don't see any reason not to use the same definition for the tag bound.

Being bound means having your movement restricted in some way, wearing ropes wrapped around your torso in a fancy way, with your arms and legs completely free, is not being restricted and shouldn't be considered to be bound.
