How to create a tag or get a tag to be created?

How do I create a tag or get an admin or a builder or whatever to create a tag? (multiple tags actually)

Just add that tag to a post you think it applies and it'll be created, a lot of tags are acidentally created due to typos, then you proceed to write its wiki. It's generally better to discuss about it in a forum or reach consensus before though.
