Seems users are just adding "manly" to posts with muscular males: manly hetero

Nuke?

Why should a nuke be the answer? The concept of the tag is good, it just needs to be gardened. But not only the hetero images, the muscular male images too.

A single user is responsible for over 4000 of the currently tagged manly posts, I'd hazard a guess the mistags come from them as well.

This tag is really old, way back from when GAR was a relevant meme. It's probably less clear that it was originally for ironic manliness now that there are a number of users sincerely into manly men.
