Pretty self-explanatory as per the translated pixiv tag and how the wiki itself explains it as such too.
Edit: Unless testicle sucking counts too, in which case maybe it should be implicated to oral instead?

Yeah there's two posts under hug_and_suck testicle_sucking. Frankly I don't even think this implication is necessary, because sex acts like these are always going to be tagged even before this subtag itself is added, so it would almost be a redundant implication. A more important implication would be to hug, but I'm not sure if that always applies either.
I don't understand with what you meant by redundant implication, but thinking about this again since this tag only has less than 100 posts in it I somewhat agree with this implication being unnecessary (or at least not crucial atm).

hugging another's leg also counts as hug and suck, which doesn't implicate a hug, that's why I didn't bring it up.

What I meant is that fellatio is one of those tags that are always added when they apply, nobody's going to forget adding it to a post that applies. But anyway that's besides the point, an implication to oral probably makes more sense.
