It's the typo suggester, it tries to guess what you were trying to write based on how close it is to existing tags. If it has a red, squiggle underline it's a typo suggestion rather than an alias.
it's definitely a correction, the red line is there, but I can't put glowing_gem as a tag and it automatically suggests glowing_arm instead.
try it out yourself if you need to.
Because glowing_gem isn't a tag. It suggests you a tag that exists that is similar. You don't have to accept the suggestion if you don't want it.

yes but in practice few users will make the difference when tagging, + the already existing tag is very small as of now, i think an alias would work
