BUR #19208 has been rejected.

I don't see a distinction between these two tags. There are only 115 high-waist panties posts and most of them just seem to show average highleg panties. There are a few outliers such as post #5500990, but I think those still count as highleg panties.

Edit: NWF Renim just gardened the high-waist panties tag and updated the wiki. It now says:

Panties where the waistband is high enough to be just under or covering the bellybutton.

I'm satisfied with this distinction, but I'll leave the BUR open in case anyone disagrees.

They're literally the same thing. It just looks like high-waist panties was created in 2018 by someone who didn't know there was already a tag for it.

I was going to vote for the alias but that's a good example of valid distinction between the two tags, and aligns with the updated wiki of high-waist panties

Both are still technically highleg panties, so we should at least have an implication unless there's some reason to keep them separate.

Well now the tag is mostly just whatever this is, and whatever it is, I don't think it's panties.

Well at the moment it's tagged as a bikini, a wrestling outfit, and now high-waist panties.

Those are definitely not panties.
