It seems a natural implication.

This sound so highly specific. Why not just grabbing_another's_hair twintails?

The tag is for depictions of a character grabbing both tails at the same time. A sample of this proposed alternative search resulted in 50% positive (106 posts) and 50% noise results (105 posts) based on that criteria. While one might assume it's because of more than one female character, a lot of posts depict only grabbing one tail or grabbing the character's hair at the top of their head.

If we have a tag for this kind of depictions, it shouldn't be limited to twintails since this can also happen for any hairstyles with two or more "tails" such as two side up (ex: post #3775318 [nsfw]).

Doing this. It's not the best name, but it makes sense to have this tag, given the false positives from the search.
I was thinking of a name like grabbing both twintails but that makes it less clear that is for grabbing another's hair.
