I would say no in this regard. The peg is pretty important or atleast a wedge providing a solid basis to elevate the heel. The 2nd picture is a good example of this. While it elevates the heel it has no peg, making it feel just like a rigid flat. I could see the first one fitting the definition but with the large flat base it makes the shoe look flatter.
