Are sports bras considered crop tops?

Sports bras are outerwear on the upper part of the body which expose the navel. So, are they considered crop tops, or do we assume an inherent difference?

They are not always outerwear (especially IRL), and often expose more than a crop top would (being closer in coverage to a bandeau).
