BUR #52999 has been rejected.
mass update -covered_navel outie_navel -> navel
Since can't imply it, let's do a mass update.
a mass update will only temporarily solve the problem, new posts will keep coming in that have outie navel but not navel tagged. ultimately, this is something that requires active gardening.
This mass update BUR would also add the tag on posts with covered navels that are missing the covered navel tag. You would need to check each post individually, and if you're going through the effort to do that, you might as well fix the tags manually.
