Can I tag a picture with both panties and no_panties?

The picture shows a women whose panties hang on her legs, so the picture contains panties, but the women doesn't wear any.

That's a 'panty_pull' tag you want, 'panties' I beleive will be implicated by that. 'no_panties' is for when they are absent.

Well, no_panties doesn't mean "no panties in the image", but "not wearing panties".
You might consider "bottomless" too.
