nipple_press has a definition under its wiki. Given its definition I just can't see how "press" images should be tagged "rub." The meaning behind the two words would result in incorrect use of the tags if the definition is what is under press.
I don't think these two tags, even with the small number of posts, are as similar in concept as you think they are.
