Artist Blacklist

Is there a blacklist of artists (pixiv or otherwise) we're not allowed to upload anywhere on the site?

And if not, should we at least start contributing to/creating one?

There's a list on the howto:upload page.

If you're uploading from their homepage or pixiv account the Find Artist button should also return the banned artists entry.
