Aliasing kobe_shimbun -> koube_shinbun.

Reason: Romanisation. 神戸新聞 (こうべしんぶん)
Or kobe_shinbun, either is arguable.

Fixed the imachi wiki. Moved it to kobe_shin but I'm sure someone will argue it absolutely must be koube. I don't think anyone's hard-programmed for the original it's only a week old so I just scripted it.

I wouldn't really want to open the can of worms that is adding long vowels to famous cities, since we have everything tagged tokyo*, osaka*, etc.

I agree with Eva-chan on this. Leave it "Kobe"

Internal consistency is nice, but its not worth that level of confusion.
