For Japanese names, the Danbooru standard takes precedence over any officially provided spelling. If the official or otherwise established romanization of a name differs from our standard, it should be mentioned on the applicable wiki or artist page, preferably with reliable sources provided, but not used for tags or translations.

Though it should actually be touya_miho based on the kanji used (凍耶美穂).

It's one of those rare cases where it's a little unclear I think. The kanji aren't spelled out on the English wiki, and the Japanese uses katakana so we get a ー rather than お or う: トーヤ・ミホ (凍耶 美穂). Based on that it'd be oo for us. Unless it's established that tou is the only legitimate reading of 凍耶. Though it seems 凍耶 is not a known compound for a name, at least for Rikaichan. And tou is a reading of 凍 while too is not.

Or rather, aliases removed (there's so gonna be someone named tooya_miho eventually) and tags moved. It's only two images, apparently.

Actually, hell, it looks like there's an artist entry for tooya_miho already, though with no posts.
