I think they're meant to be separate.

The current wiki for breast_sucking indicates that the tag is for both types of images, and that self_breast_sucking is a subcategory. If they're intended to be separate the wiki will need to be corrected and likely the tag will need to be cleaned up as well.

I think that self sucking is a tiny enough subset that a straight implication is fine. Someone wanting to find just the small exception of self-sucking images can just search that tag, while people wanting to find other-sucking won't be ruined having 50 self-suck tags in their 1000+ general sucking tag. So implication done.
