I think frown is a noun not a verb in this tag (and smile). As in, "She has a frown/smile on her face" not "She is frowning/smiling". They're wearing the expressions, not doing them. At least that's how I think of it and why I prefer frown, smile, wink, wince, etc here.

Yes, but the other way round. Gerund is used more for actions, noun for visuals.

I agree that visual states are best tagged via noun, and physical actions via gerund. I'd support the reverse of the OP alias:

frowning → frown

Either works but I'll go with frown, to match smile and such.
