you can't upload probably because you are still within the 1-week grace period. try uploading after at least 4 more hours. the grace period should expire on 2012-08-18 13:32 (it's only 10:22)

and in case you're going to upload something of considerable number of pages, you're advised to upload just a few for a moment. upload the rest if the initial batch got approved by the mods. just an advice to not hurt your limit.
