Looks like the majority of bag_on_head are bags over the whole head, but there's a few images of bags on top of the head. Perhaps they should be separate? The former could be bag_over_head which appears as a previously used tag.

+1 for that separation. post #1027821 and post #381815 are different things.
Maybe the latter could be called head in bag or even bag mask.
Bag over head is fine. No matter what you call it people might think to use bag on head first. I guess you if wanted to be picky you could alias bag on head to bag on top of head, but I don't think that's necessary.

That level of accuracy is beautiful, but the tag name would be too long, so neither do I.
+1 to either bag over head or bag mask, the best options I see here.
Doesn't look like there was any opposition to separating out the tags though I forgot to do anything on it. Now that I remember, does anyone have anything to add?
As long as someone will garden the separation, sure. _over_ for head enclosed in bag, _on_ for bag on top of but not enclosing.
