Tagging of original characters

RaisingK’s romanization help thread (forum #82344) made me once again wonder about the tagging of original characters. As I don’t want to derail his request, I believe this warrants its own thread.

I remember there being some policy about usually not creating tags for original characters. Unfortunately I can’t find it on the wiki and my forum-fu is weak, so I only came up with forum #45063, in which jxh2154 basically confirms this:

Don’t create tags for original characters unless (a) the character has been drawn by other artists or (b) the character appears in many (approved) images on Danbooru.

As I’ve noticed several original characters getting their own tags, I’m wondering whether that still applies or what the limits are.

Somewhat randomly picked recently uploaded examples: ai_(fujiwara_gacho), rika_eastre, haruka_(ueno_musashi)...

So should we be going for “tag every character whose name we can figure out” or what should otherwise be the guideline amounts for (a) or (b) from above to apply? Drawn by two or three artists? 5, 10 or 100 images of that character on Danbooru?

Pointers to relevant wiki or forum pages welcome if I just missed them.

No such policy exists, the original character list confirms this.

Every named character should be tagged regardless of who's drawn it or how frequently. Unnamed characters should probably be rather populous before getting a tag.

The only thing I'd add is "or (c) the artist has explicitly named the character". In that case, even one image is enough.

The limits on naming were primarily intended to regulate unnamed characters, like mof's_silver_haired_twintailed_girl.
