Renaming banned artist "smi"

Remove implication smi -> banned_artist
Create implication smi_(enraku) -> banned_artist
Move without alias smi -> smi_(enraku)

Reason: Adding qualifier to smi, which is too short and easy to add as typo. See post #1396921 and forum #87363.

Done. Was hesitant about removing the implication to banend artist because someone uploading under smi wont get the error now and might think it's okay. But with the artist entry updated it might be okay, as I assume most people are using Find Artist.
