How does one 'lock' a pool? In any case I don't see why we should empty it. Deletion should be enough.

Unchecking that just means it won't show up in the "Add to pool" dialog. (It actually would show up until I recently fixed a bug - before then the checkbox didn't do anything.)
You can still add posts to an inactive pool with any other method besides that dialog.
I always thought that that pool was some kind of "trophy", in a way, motivating users to tag well. Put in effort for tagging → get into the tag panic pool.
Not sure whether we should remove such a motivator, considering that comprehensive tagging is of the essence on Danbooru, its body and its blood.

Wouldn't displaying the number of tags a post has somewhere work just as well for a motivator? Doing that would be easier and more reliable than a pool: users don't have to count the number of tags manually, and it would be much more precise (ie. many posts with 75+ tags have not been put into the tag panic pool, since it is a manual operation).
What I see is a lot of people failing to tag their own uploads, but then I see people adding a tag for every 1-pixel big item in absolutely_everyone posts (which is what the pool is mostly filled with)
Worst offender is probably post #728304, which even appeared in a tag search for tsuruya pussy, as someone noted.

Motivators do not belong on Danbooru. See forum #3390.

This is true only on paper, sadly. In practice most users don't really care about comprehensive tagging, or simply can't do it properly. What they do care is uploading art that will get high score, or getting high upload count. See forum #41291 and forum #76931 for related discussions.
