remove implication toddlercon -> loli

Toddler is a gender-neutral term. Toddlercon can refer to either loli or shota, not necessarily loli.

I'm not sure, but I believe loli and shota are currently the only censored tags. So toddlercon posts will need to manually be tagged with one of the two to be censored.

What if you can't see the gender? Would be way easier to just censor toddlercon.

I could be wrong, but I think Toks is right and it is just handled by the loli implication. I'd support Schrobby in saying that the toddlercon tag should be censored on its own.

I support censoring toddlercon. There seems to be only ten images tagged shota, though, so its a case where its severely undertagged or the vast majority of posts are going to be loli anyways.

Albert added it to the censored tag list for 2.24.0.
