tail tag and implications

The tail tag, like animal_ears, is used for humans with a tail.
However, we have a bunch of tags which may be used for (normal) animals, but they do implicate tail.
Some of which are:

tail_bell, tail_ribbon, multiple_tails, tail_ornament

How do we deal with those tags and implications. Because we said not to tag tail for animals.

Simple solution would be to remove the implications to tail.

This gets messy... a lot of very logical implications are lost. I guess the list I see is:

heart_tail
multiple_tails
tail_bell
tail_between_legs
tail_biting
tail_fondling
tail_grab
tail_hold
tail_hug
tail_masturbation
tail_ornament
tail_rape
tail_ribbon
tail_through_clothes
tail_wagging
tail_wrap

So do we want to remove the implication for all of them? This is always the issue with having an umbrella tag enforce a narrower definition than theoretically narrower tags that use the umbrella tag word in them.

It's either that or not using any of those tags for animals. And I don't like either.

We could just simply allow tail for animals.

Alternately, there's the terrible compromise of allowing it but discouraging its use when not implicated by another tag, but that kind of breaks the whole concept of implications muddying the tag definition like that.

I think the status quo is fine enough. tail is not normally tagged on animals, but if there's something special about the tail in the image (which would be the case with those implications), I don't think there's much problem with it getting implicated onto the image. In the case of animals, it will be a matter of emphasis, much like how feet is not tagged on every image where feet are visible.
