They're a type of horns. We already implicate cow_horns, demon_horns and sheep_horns to horns, no reason dragon_horns shouldn't be treated the same.

Mostly OK, I guess, but I would say no since I did find examples of dragon horns with no other dragon-specific features: post #1324153 and post #1285148. The latter even provides us examples of how they're distinguished from other horns. I stand by creating a dragon_antlers tag for "Dragon Type A" horns, as they're a distinct type of antlers (different from other specific types like reindeer_antlers), and then implicating dragon_antlers -> antlers and dragon_horns -> horns after cleanup is done.
