I believe you mean this one: 妖 It means "strange" or "bewitching". It's pronounced "ayashii", "namameku" or "wazawai" by itself, and "yō" (as in "yōkai/youkai") in compounds.
(I had to think a bit from your description, because the kanji I associate with "sky" is 空, not 天.)
In any case, the left half is indeed the radical for "woman", but right half is not 天. It's the symbol 大 with a rising stroke (ノ) on top, not a flat stroke (一). Just something to file away for later use if you're learning kanji.
