People have different tastes, I enjoy this series. Calling this bad is only a matter of opinion. It may seem "bad" to some, but others enjoy such drawings.
It's insensitive to attempt to arbitrarily impose your views of what is good art on others. Don't be a artistic imperialist.
And if it wasn't for Danbooru and its wonderful translators, I wouldn't have a clue as to what they are saying.
Pretty sure "art style" can't justify this one: it's got super messy coloring that leaves white spots everywhere, messy linework all over the place, and... oh my god, Suwako's melting, someone get a bucket!
Remember: being intentionally crappy doesn't mean it's excused from being crap, so even if you say the messy coloring is intentional, it doesn't mean a thing.
An artist like bkub, on the other hand, puts plenty of detail in his simplistic-looking style, uses clean lines, colors crisply and vibrantly - basically, an example of how to both use a simplistic style and make work look good.
Certain other artists are certainly up for debate, though, obviously.

I think pictures that are unintentionally drawn to look bad for the sake of humor or as a form of art style should be excused, so I can't say I agree with you. You don't go around calling famous artworks that don't have proper colorings, lines, shadings, etc. bad, do you?
You've been chirping non-stop day and night. It must have fallen from there...I CAN'T STAND IT ANYMORE!!
I'M GONNA EAT YOU!!Even Suwako is making fun of me...What should I do...Argh, its so cute!NestStpStpPeepPeep
