On a Technicality, it's When the Higurashi Cry, since the name is a reference to the specific breed of Cicadas, named Higurashi.

And Utawarerumono means "The One Being Sung"
The license is not always the correct translation.

ADV kept the title "Utawarerumono"
it is the volume of the DVD that is titled "Mask of a Stranger"

Hey I hear there was this obscure series the author named 'Aa! Megami-sama' and wrote in English as "Aa! My Goddess!" but when the evil gaijin translated it they changed the title to make more sense to the other gaijin and called it "Oh My Goddess!" and then the author was confused but someone explained it to him and he was like, 'Whoa, I didn't know about that English phrase, I like that English title better, I wish I had used it." and that's what I was told.
