Mahora can and does have a stock of tanks and attack choppers, but I don't think they've got a dedicated power plant (yet).

My university has a nuclear physics lab with a reactor. A few years ago, when a blizzard knocked out the power to half the city for a couple of weeks, they hooked it up to the grid and powered the campus themselves.

I'm not exactly clear on whether Scarlet Devil School goes all the way up to university level, though...

Yet other canon sources say that her power plant is Magical.

Also, several American Universities have Satelites in orbit, although I think they trip Darth Sirov's comment of being a 'specialized school of those vocations'.
