There's a difference between "well endowed" and "endowed too much."
Why are there rules like that in the first place? I prefer good art to abuse of artistic license, but if someone wants to draw a chick with boobs far beyond reality why not let them? And while I'm here, what is the principle difference between the ones with absurdly huge breasts and the ones with absurdly huge dicks? If we're going to be sticklers for anatomical correctness here, lets be all inclusive.

Doesn't make it any less true, though. A lot of crap gets approved every day just because it happens to be related to a certain handful of series that are apparently above the law.

The original appeals seem to suggest they're not even aware there's a rule limiting the size of body parts. I am not aware of how to actually measure the ratio of head to body part to see if something's a violation, because it involved some sort of area or volume hullaballoo, so I didn't take any sides on the matter, but what's wrong with letting them know of the rule?

The same rule does apply to penises. I have even less of a clue about how to measure that one. Length, perhaps?

If we're going by actual anatomy and allowing for some minor exaggerations, I'd say if it's larger than half their forearm it should be considered over-proportioned.
