I think those are leggings not pantyhose. Pantyhose are more see through so you'd be able to see her underwear through them not to mention that weird little band around the upper thigh or the color difference from the hips compared to the legs.

Yeah they can be cut off at the ankle where it'd be hidden by the shoes and socks.
I think Anelaid is probably right though that its a swimsuit / wetsuit type of thing considering the male's black and blue suit can be seen not only on his legs but arms and chest too on the official art. Makes me wonder what they look like underneath the extra clothing and if there is any purpose to that. Are there going to be underwater sections? hm
