Based on the theme, it could be a humanized, adult Lulu. Other than that it's got to be either LeBlanc or Janna.

Based solely on the facial marks my Guess would be LeBlanc.

Is what I thought. But the I saw no character tags on the picture when I originally uploaded.

Also look at her staff. She has two floating flowers in place of two floating gems.

Pixiv tags is apparently Leblanc written in Chinese.

I expected this to be Janna at first glance, though.
