Even if this wasn't an original image, you would be correct. Saber Alter doesn't have that eye color, as well as an ahoge.

The Twitpic version says it's Saber.

Eye color or little costume details aren't fair indicators sometimes when a lot of artists tend to ditch something or other because of choice or just plain getting it wrong. Occasionally, you need to go with your gut.

Since her eyes here could be mistaken for green, blue, or something between, and due to the similarity of the costume, I'm guessing it's Alter cosplay, or literally changing into Alter.

Yeah, and it's also grouped with other pictures, some of which are clearly from something, along with additional Manga and Copyright tags.

Maybe the artist just doesn't know his shit?

Does the Twitpic say Saber or Saber Alter¿ If it's not an original image, and the Twitpic merely says "Saber" then that's normal Saber to me. Artist be damned.

セイバーさん らくがき〜, which is just Saber-san and rakugaki (doodle, scribble, etc).

I'm not disagreeing, but the dress is too much of a coincidence, missing tit window or not. To be on the safe side I'm calling it a cosplay.
