Hard to tell really as ZUN's in teh habit of getting flat-drawing artists to do things or insisting on artists doing characters flat (the Difference between Alphes' SWR Komachi and Yuyuko and non-SWR art of those by are much different)
Update: In WaHH, Kasen has something up there just not anything particularly huge.

ZUN specifically says that he wants fan service in official artwork to be kept to a minimum. It's why all the girls in the fighting games save one are no bigger than merely "not flat-chested," why Udonge wears bloomers instead of panties in Inaba, and why almost all the girls with skirts knee-length or shorter are wearing knee-length bloomers in SOPM.
