If this really is that "long life" thing again its just getting silly now. Almost as silly as that reverse "everyone in SDM, but Sakuya dies" comic, but I'm fairly certain that was a parody unlike how this is trying to be serious.
People really do love imagining eternal/ageless things coming to an end to make themselves feel better about their own mortality, don't they?
Wait, so is Chen dead or something, because since she's Ran's shikigami, and Ran's Yukari's shikigami and since she's immortal I don't see death being the problem, however if you read it as if she were a mobster it's sounds more like Tewi's planning to kill Chen.

Chen is not immortal. She is an Youkai and do age but very slowly. Long the way as Tewi is also an Youkai and very old to begin with (~500 years old cannon speaking...if it is anything truly cannon in Touhou).
So I think something happened between Tewi and Chen and she is recalling those memories that lead up to what happened. Maybe Chen died. Or they had a falling out in a bad way. Really hard to know without all of the data but it is fun to think of the possibilities.

...That "everyone in SDM, but Sakuya dies" comic happens to be one of my all time favorites. (If we're thinking of the same one.) Alot of people seem to forget that no one at the SDM is eternal or ageless. Vampire, Magician, Unknown_Species_Gate-Guard_Youkai, all of these have the distinct possibility to die from some form of event directly related to time. Sakuya however is canonically theorized to be immune to the flow of time (via a consious application of her ability, and it's still just a theory even in canon [PMISS]) Honestly though, my opinion is that the whole Sakuya dying or vice-versa is kinda a moot point as Sakuya could well just freeze time for her family/friends too. I say this as it is canon that she can manipulate other object's time as well by her speeding up her knives in SWR by admitance of her skill card description. If one wanted to get technical about it of course, the likelyhood that she has enough spiritual strength to pull that off is questionable whenever running with Shinto/Buddhist belief, as seems to be the norm for Touhou (...even when it has nothing to do with Shinto/Buddhism), so she'd die eventually when she ran out of spirit energy. On the other hand, both Christianity (brought up because western Vampires [not old-vampires, more correctly 'noctos' or 'erubon'] belong to Christian-inspired Mythos [Catholicism, technically, though Protestants had/have their own version]) and Taoism make other claims, one being that such power comes from the spiritual realms directly (Heaven or Hell) and the other that the power comes in the form of Chi, which flows from heaven to the earth (by way of mountain). Either way, in this scenario her power would be 'infinite' (unmeasureable), so she'd be able to continue for who-knows-how-long.
Forgive my rant there, in all actuallity it's just a 'meh' thing on the SDM for me there, but one shouldn't berate a good picture/series_of_such like this one merely for irking you the wrong way. As for the issue your raised, Chen is niether eternal or ageless, Tewi would easily outlive her, if they so happened to become friends I could see this happening in the far future. Or she (Chen) could have died from some other means and this is merely survior's guilt. I know, I've lost a lot of friends to multiple causes and it feels something a whole lot like this. Granted, in my case it wasn't so much 'taking too much care of your health' rather then 'taking too much precaution against getting yourself shot', but... ... Although, in your favor, I do have to point out that Tewi here seems to have aged, and we haven't seen Chen's apparent cause of death. Tewi and her could have just been 'adult' stage youkai and Chen was killed somehow. Thus it may not be appropriate for the 'Tragedy of Long Life' pool, but it may fit in 'Soul-Crushingly Depressing' for anyone who has ever been there, like I have. (Of course the missing translations on the related page may settle things here)
If you check the parent post, you will see that Chen has not died, but grown up into an adult. Tewi has stayed child-like and simply misses playing with Chen when she was still a child.

I think that comes from the fact that she can bend the borders of life and death and will continue doing so until the maximum limit of said abilities has been reached, if that is remotely possible and that she, according to canon, has no weaknesses, and even shooting, cutting, stabbing, hitting, and killing her is useless, thus with those two factors, Yukari is technically immortal but otherwise can die.

Well, yeah. I don't think she was born from the tale like most Youkai. Rather that the tale was based on her and she became a Youkai somewhere along the way (or started as one, because of interference with gods, strong feelings and that). Also she says (In the manga) that she knew lord Daikoku personally and she seems way more informed than most Youkai, just that she only cares about the forest (And Lord Daikoku, her rabbits, etc.) which by itself seems older than Gensokyo (Back when it was called the Takakusa Commandery, and wasn't even a part of Gensokyo) and probably knows it completely.
