So, Pikachu is a pretty bad choice here. Squirtle would be better.

That is true. he can turn himself into a super magnet. I Believe the only thing that looked like Lighting that hurt him was Ghidorah's attacks.

It's inconsistent, actually. The original film is really the only one where he shows any form of weakness towards electricity, but even that isn't enough to stop him.
